Honduras This Week National NewsPolice representatives met with members of Congress this week in order to reach a compromise on the controversial new Police Law, which the Ministry of Security hopes will be ratified in the near future. The law, devised by Minister of Security Alvaro Romero, would signify both a major restructure in power, diverting authority from the police force itself to the Ministry of Security and a controversial purge of its members in order to combat criminality within the force. The police, many of whom do not welcome these changes, have felt excluded from the legal process, and the new law has become a point of conflict between the two institutions.By Louise Wallace

Court of Justice in The Hague.

Honduras This Week National NewsA panel of seventeen judges has begun hearing the Caribbean maritime delimitation case disputed by Honduras and Nicaragua at the United Nation’s highest court. In 1999 Managua filed suit with the International Court of Justice asking them to determine the Atlantic Ocean border between the two nations. Since then, the neighboring countries have been preparing legal arguments for this judicial confrontation.By James Bodden

Honduras This Week - Opinions and EditorialsPresident Bush spent this past week touring Latin America, sometimes shadowed by President Chavez of Venezuela, repeatedly mentioning that this administration has doubled foreign aid to Latin America and the Caribbean, from $860 million a year to $1.6 billion. Yet the tour and the new initiatives have received little attention in Washington; foreign aid watchers were busy unpacking the administration’s Foreign Operations request for the financial year 2008 (FY 2008) which was released in February. The budget and appropriations process promises to be especially challenging this year given ongoing foreign aid reform. To its great credit, the Bush Administration has requested an increase for the International Affairs budget for the 6th consecutive year to total $36 billion, approximately $20 billion of which is for poverty-focused development.Full Editorial

Travel & Tourism in HondurasThe public beaches in Honduras will have porta-loos this Semana Santa. The Honduran Institute of Tourism (IHT) will, once again, be distributing the “basic infrastructure” to the sandy coasts of, among other places, Roatan, Cedeño, Punta Sal, Tela and Le Ceiba. This years 70 articles will come with a bill of L.220,000 , to be picked up by the institute, and will be in use from the 4th to the 8th of April in what Cesar Cáceres of IHT calls “the biggest tourist event in the Honduran calendar.” By Alex Jones

JUST HEARSAY, BUT RELIABLE HEARSAY

Travel & Tourism in HondurasWhen we asked the ship’s crew as to why their giant cruise ship docked here unexpectedly on a Sunday, we were told they re-routed their people to Roatan because on their last visit to Puerto Rico a small tour bus full of ship passengers was stopped on an isolated road by a lone bandito. Then it seems, as the people were being herded of the bus, an ex United States Marine overpowered the would-be crook and “broke his little neck.” Everyone finished their day tour and left the country. Now there are concerns by that government so the cruise line sent the next voyage to Roatan where there are no problems of that nature. Hurray.By Don Pearly
